Only thing holding him back is Jaime's morals since he doesn't exactly trust the Scarab and doesnt wanna hurt people too bad.

Also, Blue Beetle is hard to rank since the Scarab takes over sometimes and when it does it goes all out. Also, he can go into the Bleed which allows him to teleport, time travel, and potentially go into different dimensions. This allows him to be up to 3 places at once. Apply that with antagonist adaptation, and Blue Beetle can win almost every fight he's in.

The Blue Beetle (Jaime Reyes) can fly AT LEAST the speed of light. Make his speed 100 for God's sake.
