Poison Ivy. I think it can work in the more detective driven Batman movie sequel. Pamela could be well known in pheromones, without the 'super natural' control of plants. There's no need to be able to grow/control plants, etc. Just the knowledge of what plants can do.

I want The Batman 2 to have Harvey Dent/Two-Face as the villain. The Joker, The Riddler, Catwoman, The Penguin, and Carmine Falcone have already all appeared in the first film now I think its Two-Face's turn
