He doesn't have to be wished back. Surfer can maintain his power indefinitely. Goku has a finite time he can exist, at his most powerful. Surfer, BASE SURFER, is beyond Goku, in EVERY way, save for fighting skill. Yes, Goku is out of his league. At least with Superman, you can make the argument that Goku can outfight him. Surfer never has to get close to Goku. He BFR's him, with little effort.
