Was Black Widow Team Captain America's spy in the Civil War?

In Captain America Civil War, was Black Widow actually part of Team Captain America, and pretended to be in Team Iron Man?
I kinda get this feeling that Black Widow was actually a spy for Team Captain America. It makes sense to me because she is trained to be a spy. She also let her teammates down.

She joined Iron Man because she did believe in the Sokovia accords however the civil war had 2 issues. The accords and Bucky being "guilty". Black Widow believed in the accords but didn't think Bucky was guilty which was why she lets him go. Conversely Black Panther did think Bucky was guilty. He didn't really care too much about the accords or working with the government.
