Lucifer Morningstar Nope, Dormammu wasn't affect by time and still able to notice the loop. Even if you argue the time loop was affecting Dormammu, Strange got killed every time he came face to face with Dormammu which is another reason why he doesn't scale to him and to Tier 7.
