Homelander (The Boys 2019) He was toying with soldier boy and butcher until he got a surprise attack, even then he escaped he could have easily shot his laser eyes from up the sky and killed all of them but he didnt because of the plot. Not to mention that homelander was underestimating soldier boy and butcher alot if he didnt underestimate them then he would have just speedblitzed them all or he would have flew high in the sky and shot his lasers from a safe distance.
