Captain America (MCU) Doesn't have to be consistent as he can be still capable of doing so. Maybe if Homelander is lucky he could laser in the head if he got an open shot but more times than not Homelander gets his ass kicked by Cap. Plus his willpower would eventually help him overcome the fight.
