Peacemaker vs The Punisher -> Tie from a distance IMO, otherwise probably Frank
Harley Quinn vs Black Widow -> Widow from a distance...again my opinion, otherwise probably a tie. Natasha seems to me as a more skilled fighter, but Harleen has higher physicality. So essentially it's like comparing Bucky vs Widow...Widow is a better fighter, wherease Bucky outclasses her in all physical aspects.
