2) You can dodge a bullet without being faster than it for two reasons: the shooter doesn't always aim well, and there is a small time lag between the moment the shooter looks at you and pulls the trigger.
3) As a said before, getting closer to Homelander won't help him: the best CA could do is punch and kick him. The result? He will hurt himself: it would be like throw blows against a wall.
4) Captain America reacts at the speed of light? I don't know if you are clear on what the speed of light is: 300,000 km per second! That means you can go around our planet almost 180 times in one minute. Cap doesn't even come close to that speed, reaction speed or not.

That scene of him dying to save Clint was PIS. It's PIS because Disney had to kill him off and back then they didn't own Fox and the X-Men characters including Quicksilver were owned under that brand. QS still would've saved Clint as he can still move faster than bullets.
