Captain America (MCU)@Juggernaut They were aiming at him and he still managed to react to it. Homelander is faster in terms of travel speed, Cap is faster in combat and reaction speed. Homelander in fights relies a lot on his heat vision and intimidation. He isn't that experienced when it comes to fighting or getting in close with opponents. He was raised in a lab and didn't push himself to become a fighter because he was already stronger than everyone else in his verse and he's a big fish in a small pond.

Quicksilver only got in the way just to sacrificed himself to save Clint. He would be able to move Clint out of the way but didn't. Cap still has those light speed reaction feats and has experience dealing with fast opponents.
