Saitama broke his limiter. A limiter is human peak
Captain America took another pathway out of the limiter
Hulk got radiation and broke the limiter
Saitama broke the limiter
Batman did not break the limiter yet.
Hulk and Saitama have no limits.
They have no full strength
Since they broke their limiter there is nothing stopping them from getting all the strength they need.
Hulk needs to get angrier to get stronger.
Saitama can just get to a universe punching strength if he wants to easily.
Hulk and Saitama don't have a "full power"
Beings that can defeat them are Doctor Manhatten, Pheonix, Sentry and Zeno Sama.
