They're powerful, but vastly overrated. They simply have some crazy high ends, but also some crazy low, low-end/anti-feats to be honest.

In Pre-Crisis, lots of characters had Toon Force, with "wacky" and unreasonable abilities. Also, some are wanked to multiversal. Did you know pre-crisis superman could shoot tiny little supermen out of his hand and shapeshift?

Well, he could create a tiny version of himself that had all of his powers, but Superman himself could only create the one mini. He gets jealous of his munchkin self until it sacrifices itself to save him, at which point normal Superman can no longer create his mini and regains all of his powers.

Also that one time when Batman turned into a sentient buzzsaw for reasons.

Because in the 1900s the only thing they wanted was to showcase OP skills of heroes and save kids

Cause, its when the rules of superpowers were broken and characters could do anything the writers wanted them to in order to solve the problem their facing at the time
