"Sorcerer Supreme" is a title or rank held by the practitioner of magic/mystic arts with the greatest power or greatest mastery of the arts much like a championship belt...you defeat the champ, you get the belt. In the marvel prime universe on Earth there have been about a dozen Sorcerer Supremes including Agamotto (the first one), Merlin, and The Ancient One (Dr. Strange's mentor) who passed the title to Strange after passing. There were Sorcerer Supremes in other dimensions, and in alternate realities there were even more including other versions of Tony Stark, Bruce Banner, Dr. Doom, and Silver Surfer.

If Captain America is "as smart as a human can be" is he as smart at Tony Stark, Reed Richards, Hank Pym, or Bruce Banner?

Captain America provides combat/tactical strategy for the Avengers, but when they need to come up with a plan to save the world from catastrophe, they turn to Iron Man. The Justice League turns to Batman for both.

And Batman seems closer to Black Panther than Captain America in most regards

This pretty much comes down to who has the better suit on at the time (whether it's Outsider, Justice Buster, future/beyond Hellbat, etc. for Bruce or Extremis, Bleeding Edge, Destroyer/Uru Metal, Thorbuster, or one of the Hulkbuster models for Tony), but in standard gear (triple-weave Kevlar nomex titanium for Bruce, titanium gold alloy for Tony) Iron Man outclasses Batman. No gear-Bruce wins easily.

This is actually a super close fight. They're both class 47 on here. Phoenix's edge might be telepathy, though Surfer has some telepathy resistance and has shown mild telepathic abilities/awareness even if not stated here. Surfer has intangibility/phasing (because aren't they basically the same thing?). I might give this one to Phoenix.

80 combat score for Phoenix seems ridiculous...unless maybe the Phoenix force gives her that knowledge, but that's definitely not coming from Jean Grey

Captain has the slight advantage in physicality (strength, speed, endurance, durability), while Batman has the slight advantage in intelligence and skill. Both are considered peak human and very close in most regards, and it could conceivably go either way or to a stalemate. If I had to bet on one of them, I'd go with Batman 6/10 times. BTW Black Panther beats either one of them.
