The Flash If Flash goes full speed.... stuff will break, including the planet. It's just that the Speed Force allows him to go faster than normal people would without causing damage. With that being said, he can't fully unleash everything he has on Earth. The last points don't matter though since Flash has shown that he's consistently faster than Superman and a speed steal is technically an option he has along with a plethora of other Speed Force stuff.

Superman He was clearly struggling to catch Flash while Flash wasn't even trying. Flash has left him behind plenty of times without even stealing his speed.
