My problem with Shenron and the other dragon ball dragons is they can't do anything on their own.

Gonna put forward the Ur-Dragon from MtG. He is the creator of all dragons in their multiverse and exists in the Blind Eternities, which erase almost anything from existence. He also has access to every ability a dragon has or will ever have.

In the Godzilla franchise, the Ghidorah species are generally the apex with GZ requiring assistance to beat them. Legitimately, though Anigoji Ghidora is the most powerful Toho kaiju and nothing else is even in the same ballpark.

Now that I've gotten through several Ultraman series, I can tell you Ultra Kaiju >>> any Toho Kaiju. There's one at some point that's a fusion of Belial and 100 dead kaiju that's like 4000 meters tall. Belyudra, I think.

@Mr_Incognito While Destoroyah was the final fighter for the Heisei era, I'd struggle to call him the strongest. Top tier, sure, but SpaceGodzilla, Final Wars Godzilla, Mothra Leo and Keizer Ghidorah (among others) would all comfortably destroy him.
