Peak Human Condition is for humans and it limits them to the highest level that a normal human being can reach, so do not use it for non-humans and humans who are above street level.

Normal characters speed without any superpower or powersuit even counting gliding cannot be more than 20 m/s full body movement.
Speed is not about attack speed or hand movement.

I dont read any star wars comic book so I cant answer that but they are not normal human and it seams they have a power named Force Speed.

If you added the universe to a character, you no longer need to write the name of the universe in the version section.
