Yes, in fact they need to be charged just as much if not more than other rings do.
In GLNG it's stated that Kyle's ring was running out of power and in Brightest Day there was a White Lantern Power Battery which implies they need to be charged.

@ClintBarton yes they are. The brothers are aspects of The Presence (Michael = Power, Sameal = Will) and they helped create the DC multiverse and when Sameal had a letter of passage he made his own creation; if anything they're hyperversal. @Oblivion just because Kyle absorbed The Source doesn't make him equal it.
