Breaker of Worlds ok why i think that toba/cih scales higher than house of idea
first toaa and toba are opposite coin each other even writer confirmed

toaa’s love comes from heaven and toba’s from hell

these are an heaven beyond heavens and an hell beyond hell so it would be the far shore and its opposite

heck even in jane foster’s run it was stated that they had a journey into the multiversal afterife and it would’ve sense again for it being the true heaven and the true hell

In house of ideas , it is repeatedly said Everything came from all light , light is inspiration of characters narrative , light scales above every darkness , all stories came from light . Vision was also amped by light only.

In immortal hulk , breaker of worlds drained love itself , destroyed all light , all colours and so inspiration itself

Breaker of Worlds (also if you look at the last scan you can argue that it was one of the pencil of the writers)

this puts cosmic immortal hulk on top of house of ideas vision and nyx,this last one was just recreating the house of ideas itself

also cosmic immortal hulk was so strong because he spent two bilions of years devouring beings across the cosmo and devoured at the end of the 8th one the sentience of it,who was also implied to be an angel of the one above all,becoming cosmic immortal hulk

and yes this was like galactus did,also he was destroying the 9th cosmo,but in this case he was bringing not the end of an iteration,but the end of the concept of iterations and creation of marvel since he also destroyed the light of inspiration,destroying so what inspired the authors,destroying so by extention every story,also he could’ve destroyed the house of ideas as implied when he destroyed the light of inspiration and he also killed the last life in the cosmos which also implies that after that there will never be a character again
