The Superhero Database Classification number, or SHDB Class, is a number that represents the overall 'power' of a character. All traits of a character are used for calculating the Classification.
What it DOESN'T mean
This doesn't mean that a higher class would always beat a lower class character. But the bigger the difference in Class is, the more obvious it is who'll win in a fight.
How is this calculated

Super Power Score and Level
Every Super Power has a score (SPS) that is used to calculate the Class. Each Super Power also has 3 levels (SPL). The level is set when connecting that Super Power to a character. The level determines the final score, of the Super Power, being used in the calculation.

hela may not be able to stop stormbreaker as it went throuth the power of all infinity stones but that will happen only if thor ambush hela just like he did to thanos

Hela is about 2500 year old and Thor is 1500yo. Thor didn't know about Hela, so she was imprisoned more than 1500 years. As a conclusion, Thor has 1500 year fighting experience and Hela - 1000.
They both fought against so many armies within 9 realms, but Thor confronted way more Supervillains/Superheroes than Hela. (Gorr, Zeus, Malekith, Laufey, Thanos, Kurse, Destroyer, Ultron, Loki, Hulk, Surtur, Iron-man ...)
Abilities
Thor has more abilities:
Flight, Interstellar travel, electricity manipulation, Weather control, Tornado manipulation ...
''Skills'' are also debatable.
Thor would mid diff Hela, if he had the Strombreaker.
